Some would think that would be enough to get started with. But the assassination attempt is only the leading edge of a wave of terror. Even in the 33rd century terrorism is alive and well, and now someone has gotten their hands on a load of military grade weaponry. But even that's not enough. These particular weapons shouldn't even exist. That shipment was lost 50 years before during humanities last great war. Now Gloria and her OSI department need to find out who has the weapons, where they got them, and what they plan to do with them.
And to make life even more interesting, the whole chain of command in Dexta appears to be out to stop her. The OSI was imposed upon them against their will, and they're going to do everything they can to make sure Gloria's investigation is a failure, regardless how many people have to die because of it.
Gloria's main weapon in her fight on terror is, again, her body. Adding to her arsenal are several other members of her unit, all now willing to bare (nearly) all for the cause of diplomacy and investigation. And investigate they must, because those lost fifty years hide a multitude of sins, crimes, and shady dealings, none of which their perpetrators are interested in seeing come into the light of day. Naturally those perpetrators used their deeds to put themselves into positions of power. Since the investigation is taking place at an annual convention of Dexta movers and shakers, those pesky perpetrators are in positions to make life for Gloria very difficult indeed. But then she didn't spend years fighting the system to get where she is, and she's not about to stop now, no matter who high up the secrets go.
